As part of fixing https://gitlab.com/gitlab-org/gitlab-ce/issues/61974 we introduced a limit on issuable description ad notes size. That also affects API. Because the security issue gets disclosed 30 days after it is being deployed to production(I hope I am not wrong on the timeline). Referring to the issue when the limitation was introduced and why should be postponed.
