GitLab CI Metrics

It would be helpful to collect and return a little more intelligence on CI job performance:

• Average Job Time
• Job failure rates, by job and pipeline
• Runner failure rates, by job and runner
• Pipeline and Job durations

For example if a Runner is failing and is unable to properly process jobs, it would be good if there was a way to easily and quickly identify it.
