Provide a way to install Helm behind a Proxy via the UI

In https://gitlab.com/gitlab-org/gitlab-ce/issues/46366, we determined a good first step was to document how to install Helm behind a proxy by injecting the proxy into a k8s pod.

This issue is to determine if we should extend this functionality by providing a way for the user to add this information via the UI.
