Update broadcast form to take a timezone into account

Problem to solve

Broadcast messages form should accept timezone settings into account. Instead of just showing UTC time.

Further details

This will make it easier for customer that have a timezone configured to set a broadcast message.

Proposal

We should take into account the timezone that has been configured.
