Currently, if a ticket has been closed in the past. It does not show up on the autopopulated list of known issues one can search for when they try to relate a ticket. Would be cool if it showed issues not open as well.
Proposal
The proposal is simple; show all issues closed or not closed when searching for issues to link to new issue or newly created issue.
Permissions and Security
Anyone with access to the creation of a ticket should have access to do this.

Testing
Test that the list of auto populated search results for related issues includes closed issues as well.

Success looks like a complete list of issues when searching for issues to link against.
