Add semantic release and publishing to NPM to frontend guide docs

Problem to solve

New projects such as Gitlab-UI and Visual Review Tools are using semantic-release and commit conventions to automatically publish to NPM. There is currently no documentation on how to implement this in a new project, and it would help with future projects that are similar to these.

I'm not sure where this documentation should go, but likely somewhere in the Frontend Development Guide.

Proposal

Add documentation for automating NPM publishing via semantic-release.
