Remove ExtractCommitSignature RPC

On GitLab.com this RPC is unused and I'm not sure when it's supposed to be used, noted by @stanhu in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/31766#note_204149427

@fjsanpedro Blame suggests you worked on the Gpg logic, could you verify this RPC could be deprecated?
