Issue title field left blank makes it look like you must accept contribution guidlines

Summary

If you start to open an issue and do not enter an issue title, the Submit issue button is greyed out and you are asked to review the contribution guidelines. This makes it seem like you need to accept the guidelines in order to proceed, which is not the case.

Steps to reproduce

Start to open a new issue but leave the Title field blank. Scroll down to the bottom to where the Submit issue button is.

What is the current bug behavior?

What is the expected correct behavior?

Something indicating that the title field cannot be left blank
