Option to assign MR by default to author

There are already a few issues linked to the assignment of MRs, but I haven't found one which suggests this (correct me if I'm wrong), which would be the simplest and most useful behavior for us.

It's a per-project option so that whenever a MR is open the author is by default assigned to the MR.
