Bad link in promo box for push rules

Steps to reproduce:

  1. Start a new project.

  2. Go to https://gitlab.com/<group-name>/<project-name>/-/settings/repository A promo box appears at the bottom suggesting that I upgrade my plan to support better push rules

  3. Click the linked text: Push Rules.

  4. Behold! A 404 page. The URL is:

    https://gitlab.com/help/push_rules/push_rules.md%23push-rules

It would seem that the # is being URL encoded rather than being accepted literally, which results in a broken URL.

I checked out the whole gitlab-ce codebase and grepped for this message but couldn't find it. I'm assuming then that these promo boxes are generated via a db or something? All I know is that I couldn't find where these come from so I can't offer a merge request to fix it :-(
