"Move Issue" dropdown stutters as text is entered

When using the "move issue" filterable dropdown it will stutter as you enter text into the filter. I think this is quite annoying and the UX looks unpolished.

I think when we enter text the previous results should remain populated in the dropdown until the new results are ready, rather than emptying and re-adding the items on every keystroke.
