Add Source Controlled Alerting to Auto DevOps

Problem to solve

Users have to break out of Auto DevOps in order to add their own custom alert-manager configuration files. This makes using Auto DevOps for more mature applications difficult.

We should detect if there is an alert-manager config file and prometheus is installed on an attached Kubernetes cluster for the project repository. If there is deploy the latest version to the production environment by default.
