clarification: sub group documentation

Mentioning groups (@group) in issues, commits and merge requests, would notify all members of that group. Now with subgroups, there is more granular support if you want to split your group's structure. Mentioning works as before and you can choose the group of people to be notified.

i set up a subgroup of business systems and i made Karlia and Phillip E. owners even though they are already members in the 700+ member number. then when i tag @gitlab-com/business-ops/bizops-bs in an issue, GitLab adds the three of us as participants.

this is desired behavior, but then i don’t see how everyone is a member but also i can add people who are already members and then they are the only ones pinged when using an @mention. the docs don't state clearly how to choose who gets notified and seems to imply that all members would be notified.
