Old spinner still being used

There are still many places displaying the old spinner.

They rely on the spinner helper, you can check this file: https://gitlab.com/gitlab-org/gitlab-ce/blob/master/app/helpers/icons_helper.rb#L75-82

The helper also looks like accept text, but, this "feature" is not being used anymore.
