Open Web IDE from an empty repository

Problem to solve

Until recently it was not possible to use the Web IDE with an empty repository https://gitlab.com/gitlab-org/gitlab-ce/issues/45687. With that being possible now, we should make Open in Web IDE the default option for empty repositories.
