Erroneous pipeline usage warnings
Summary
From a customer ticket:
I purchased an additional 1000 CI minutes for my team on Monday afternoon. By Tuesday afternoon I got a notification that the CI minutes were below 30%.
This suggests we used 700 minutes+ in 24 hours.
During the period we did approx 20 deployments / merges which usually take 15 minutes each. Theres no way this should take over 11 hours.
Can you verify the CI minute counter is working properly?

Usage warning displays despite adequate minutes remaining
What is the expected correct behavior?
There should be no such warning
