Quick Action for Related Issues

Description

I am a heavy user of Quick Actions and immediately expected to create an issue relation via /related foo#1. Adding a Quick Action would add more consistency to the current user experience.

Proposal

Create a Quick Action /related issue1 issue2 ... issueN
