Add ability to turn off "project moved" notifications

Proposal
- Now that we have project redirects, it seems like we could restrict project moved notifications to project owners and maintainers: !36665 (merged)
- Add a custom setting to disable project move notifications.
The first item would eliminate the vast majority of the notifications, while the second would allow project owners/maintainers to opt-out these e-mail notifications. For security reasons, I think we might want to have the custom setting on by default, but we wouldn't want thousands of users to opt-out individually.
