If admins upload the ssh key in the Globally Shared deploy keys which was already uploaded by any user or user is trying to upload ssh key which is already added in Globally Shared deploy keys then it can create conflicts. To avoid these kind of scenarios disabling SSH key upload option for users can be helpful. Also I believe it may enhance the security of the application where admins have control to provide access to the repositories based on ssh keys.
