Add Labels in Sidebar of Web IDE

Problem to solve

We currently have three tabs in the left sidebar of the Web IDE: Edit, Review and Commit.

In our most recent UX Research study https://gitlab.com/gitlab-org/ux-research/issues/220 it became obvious that users don't understand the icons and thus also not what these tabs contain.

As we are considering switching to Theia, any changes to the Web IDE right now should be quick wins instead of more strategic. As a first improvement we could add labels to the left sidebar underneath the icons.
