Adjust the way we clean up frontend fixtures

Once gitlab-ce!30917 is in place, cleaning up our frontend fixtures should be a much simpler process as the source files are separated from the generated fixtures. Let's remove clean_frontend_fixtures in favor of a more simple rm -rf tmp/tests/frontend call, perhaps with an accompanying rake task like frontend:clobber_fixtures.

    Do you think it makes sense to do that instead of all the clean_frontend_fixtures calls? (as a follow-up)
