Test: dependency proxy behaviour in maintenance mode

From our discussion with the Package team, we want to test out dependency proxy and document the behaviour in maintenance mode.

From #300559 (comment 499861073) :

I assumed that the Package Registry will allow you to install but not publish packages. And the Dependency Proxy should work as normal, since it's by nature pull-only. Maybe testing that and adding to the docs would be useful.
