Docs feedback: Pull policy

Link the doc and describe what is wrong with it.

Notice the first mention of a pull policy in https://docs.gitlab.com/runner/executors/docker.html#how-pull-policies-work is "How the pull policy works". It isn't clear where the pull policy should be placed, what the yaml label is, or that such a thing as a "pull policy" exists prior to this section.
