Manual pipeline run variables no longer accept multiple lines

I am not certain which release changed this, but manual pipeline run variables no longer allow multi-line text in the variable Value field. Pasting multi-line text into the Value field results in it being converted to one single line of text. Using the Enter key in this field results in the pipeline being started. As far as I can tell, this change is not documented anywhere.
The "expand" lines in the bottom right corner of the Value field in the screenshots in that article are no longer present.
We have been using the manual pipeline variables for multiline text, such as brief release notes, and we are no longer able to do so.
