Charts scroll handle icon has disappeared

Summary

The custom icon for the charts scroll handle has disappeared from CE/EE charts. Currently, the ECharts default icon is showing up (at a very small size)

What is the expected correct behavior?

The icon show in GitLab UI should be used instead.
