[CI Minutes] Add "Buy additional minutes" in the Usage Quota page

As part of the main issue here customers-gitlab-com#2346 (closed), We need to provide users a page to buy Additional CI minutes directly from the GL.com without redirecting the users to the CustomersDot application.

As seen in the UX issue the image should be present in every group irrespective of the plan the Group is.
