Relinking deleted User's ID number to newly created user

Unsure which template this would fall under.

The documentation seems to, almost, imply user ids can be reused, as long as it's unique. I understand that maybe this isn't desired behavior since this can be used maliciously. But if an account was deleted, by accident, having to recreate the account is easy enough but new account always gets a new id.

Since the newly created user is the same person with a new account, there are dependencies and linked items linked to the old account that aren't always easily reconnected; Since the old user id is no longer associated with old account is it doable to relink the user id to the new user (but still same person's) account? It seems like the old user id should be re-issuable in certain circumstances.

We're running our gitlab in a controlled secure environment, I'm not worried about misuse. So is it feasible to relink an old, vacant user id number to a new account?
