Move Delete option into ellipsis menu for issuables

Problem / Opportunity

• When editing an issue or epic's description, the user has the ability to "Delete" the issue itself. It appears this is currently the only way to accomplish this task:
  

I believe there is opportunity to make this option a bit more discoverable and reduce the extra click-through by adding it to the ellipsis menu:

• Should we remove it from the Edit area at the same time or leave it in both for a period of time?

Solution

We will duplicate the functionality for now by leaving it where it is and adding it to the ellipsis menu, track the usage to determine if users are adopting the new button or not and then remove it from the other location (outside of the ellipsis).
