job logs missing from failed pipeline notification emails

Summary

Notification emails regarding failed pipelines do not include the job log. (Per job logs documentation, they should be included in email notifications.) The emails look otherwise normal and complete.

Steps to reproduce

  1. Run CI job which exits with non-zero exit code.
  2. Receive notification email.

What is the current bug behavior?

I run two separate self-hosted instances. This is occurring on both, and started after upgrading them to 13.5. They had previously been on 12.8 and 12.10. Prior to the upgrade, a notification email for a failed pipeline would include the last portion of the log for the failed job. Since the upgrade, the emails no longer include any log. This occurs across all known pipelines and across all runners.

What is the expected correct behavior?

Job log (or at least last portion of it) should be included in the email.
