Reactions should not be allowed on locked issues
Summary
When you lock an issue, non-project-members can still add reactions. Because the full range of emoji is allowed, this can cause issues, for example when outsiders pile on with obviously racist or ableist reactions (monkeys, ...) or others (use own imagination).
I see that you wisely prevented editing as well, so I'm assuming this is just an oversight, but it might not be, feel free to re-label.
AFAIK GitHub does not allow reactions once an issue is locked.
Steps to reproduce
Lock an issue to prevent brigading or spam. End up having to hide the issue entirely, which makes you seem like a bad actor by acting shady or refusing the debate.
Possible fixes
- Not being able to add reactions at all on locked issues, or
- only able to use up/down (still allow people to pile on, but seems less susceptible to disrespect).
