Frontend: Add indication that a job was processed by a decommissioned Runner

Problem to solve
If a Runner is deleted, all jobs that were processed by it will no longer display which Runner processed them in the side bar on the right-hand side of the job page.
Technically, this can be figured out by users right now if they compare the first 8 characters of the Runner registration token from the job trace to any of their existing specific or group runners. However, this isn't an easy solution and gets more difficult to do the more Runners are registered and also requires some technical ability.
Intended users
All User Personas.
Further details
As was the case in the ticket we received from a customer (linked below), it can be confusing for some users when Runner information isn't displayed for certain jobs. It isn't immediately apparent that this is because the Runner that processed them was removed from whichever namespace it was previously registered to.
Proposal
Show the runner status as removed or deleted if the details cannot be found.

What does success look like, and how can we measure that?
Success is achieved when an indication that reasonably notifies the user that the job they're looking at was processed by a Runner that is no longer in existence.
