Users API should list used parameters

I used the link in the "Help and feedback" section of https://docs.gitlab.com/ee/api/users.html

The "User creation" section of https://docs.gitlab.com/ee/api/users.html says "Either password, reset_password, or force_random_password must be specified", but "force_random_password" is not mentioned in the list of parameters.

Problem to solve

Please make sure all used parameters are also described.

It's actually unclear what is the best way to ensure that the newly created users can not log in until they have used the password recovery procedure to set a password.
