Stage view in the pipeline view

Allow users to track the progress of their jobs and understand dependencies easily when using the pipeline graph.

The Stage view is the default view for the pipeline graph.

We won't show the job relationship links in the Stage view, at least in the first iteration. (see this comment for reasoning)
The hover and focus states for the jobs in both Stage and Needs view should be consistent with other hover and focus states across the product (see mockups)
Jobs in the stage view will not have stage labels inside (like in the Needs view)
Users who use the needs keyword in their pipeline will see a dropdown to switch the view.
