Group migration list - simple pagination

Problem to solve

When using the GitLab Group Migration feature, and then selecting from a very long list of groups to import, it is hard to navigate the page that shows many rows and requires a lot of scrolling.

Proposal

Implement the standard (Pajamas) pagination that can be seen on many other GitLab pages, such as To-do list.

User experience goal

The user should be able to view a long list of groups to be imported and select one or many to trigger the migration. If there are more than 20 groups available for the user to see, the user will be able to select another page to view more groups.
