Backup the Package Registry with the GitLab Backup Rake task

Problem to solve
Currently the backup rake task does not backup the package registry.
Proposal
Packages should be included in the backup by default, and it should be possible to exclude them if needed in the same way as described in Excluding specific directories from the backup
Workarounds
- Customers report that copying the content of
/var/opt/gitlab/gitlab-rails/shared/packages/
from an old to a new instance works, after restoring package metadata via the normal backup-and-restore procedure.
