Remove old background migrations

This is a follow-up to https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/30226 where we removed migrations that are dated 2017 or older.

There are background migrations (lib/gitlab/background_migration) that are triggered solely from these removed migrations so we can remove them
