Make comment link text user-centered

Problem

Comment links in discussions are not user-centered, as in that they show a system ID (this doesn't mean much to the user) and a title of the issue/merge request/epic from which they originate for the tooltip. They do so, even if that comment links to somewhere else on the current page.

Proposal

Replace the ID’s with the comment author name and perhaps the comment number of the thread (This way you can depict where in the discussion the comment lives from just looking at the link).

Out of scope

Tooltip is not changed as part of this issue, only the link text.
