WIP: Surfacing external content extracted from CI error content

Problem to solve

Errors that come out of our CI system can be cryptic and difficult to understand. If they're not explicitly something a user has seen before or expected to see (at some level), they can be surprising and require research to discover a solution to.

This proposal extends the CI logs with additional context-sensitive content around error messages, making the path to troubleshooting the issue faster for the end user.
