Show applicable approval rules of the assigned reviewers on the side bar
I think it'll be very helpful to know the applicable approval rules for assigned reviewers as we have to open up the approval rule widget to know who is eligible to approve a particular section of code. I wonder if we could just simply do a mulitline tooltip?

Assigning Reviewers: I feel Marcia should have Code Owner label here, but doesn't. I wonder if this is an overlook or intentional.
