Pipeline Graph Update: Links Followup

There are a few items to followup for the work in !50968 (closed). This issue is where I am listing them.

• Fade out uninvolved job when links cross stages.
• Narrow columns slightly (1-2rem).
• Fix upstream link-positioning bug.
• Sub-graph height should not be max height.
