Pipeline Editor Documentation
Problem to solve
We need to write the documentation for the new Pipeline Editor. I propose they live within the top-level of the CI/CD navigation. (https://docs.gitlab.com/ee/ci/pipeline_editor/).

This is currently behind a feature flag ci_pipeline_editor_page which is scheduled to be removed in %13.8 as per the rollout plan #270059 (comment 483230826)
