Project settings pages access control label misleading, fully disables pages

When pages access control is enabled, this is how the project settings look like:

The label reads Pages access control, but unticking the checkbox will actually fully disable pages for the project, not disable access control for it. When I first saw this I feared that users would be misled, specially the ones that are used to the pre-pages access control behaviour of everything is public. Lo and behold, we just had this case pop up in our internal gitlab :-)

My proposal would be to make this just simply Pages and update the corresponding documentation.
