Clicking on a comment in an MR should go to latest commit
Problem to solve
When users click on a comment in the MR, they want to go to the latest commit, not the commit referenced by the comment.

- Sasha (Software Developer)
Proposal
When performing a code review, a dev will usually want to view the latest commit regardless of which commit the comment is referring to. So when clicking on any code comment, the user should be taken to the latest commit.
Testing
This is a direct change from current behaviour, so we need to consider how it would affect current usage.
