Make sure all ToDos in code in the Web IDE are counted for an easy visual if any ToDos remain.

Proposal

Add a simple counter of the number of ToDos remaining. This could be on the bottom or right side of Wed IDE.

What does success look like, and how can we measure that?

Success is the number of ToDos in the file count matches the ToDo counter.
