Make Pipeline Editor accessible from the CI yaml files in repo

Problem to solve
With the release of the first iteration of pipeline editor and to increase its adoption we would like to redirect all users that updating or creating their pipeline configuration to the pipeline editor.

Proposal
As an MVC, add a Pipeline Editor button to the file view in repository for CI yaml files. Note - This button should appear only when viewing the pipeline configuration file
