  According to the description of https://gitlab.com/gitlab-org/gitlab-ce/issues/59232, the title should be Usage quotas, q lowercase. Is that not the case?

TL;DR: Shouldn't we use sentence case for "Usage quotas"? This is how it used to be in the issue description https://gitlab.com/gitlab-org/gitlab-ce/issues/59232.
