Jenkins password field is wrongly required

A customer recently upgraded to 9.3.6-ee and is having trouble with the Jenkins integration:

We recently upgraded to 9.3.6-ee from 9.1.4-ee and are having issue saving changes under "Integrations -> Jenkins CI". The password field is now required to submit the form even though no password is required per the documentation (or the backend). This error is preventing some of our users from utilizing the feature.

We have discovered that removing required=required from the form element allows the form to be submitted without a password and we can then utilize the feature.

Per our docs (link) the username and password are optional.
