Models: Namespace incosistency - use namespaces for project_services

There are several subdirectories in models dir.

In (example) models/ci we use Ci namespaces, that is not the case for all folders though.

We should unify this and start using namespaces for all folders.

The scope of this issue is to start using namespaces for project_services
