Allow users to create a new Milestone from sidebar

Problem to solve

How might we allow users to create Milestones in a way that better matches their workflow and is more contextual? As a user, if I want to add some issues to a Milestone and see it has not been created already, I may want to just create it at that moment instead of navigating to the Milestone page and back, losing my context as to which issues I had already chosen. This can be especially helpful when in issue view and assigning a Milestone, or in bulk select issue view in the Backlog List assigning a Milestone to many issues at once (the most impactful use case I assume).

Idea

• User can click into Milestone dropdown as expected from either backlog list or issue view
• If desired Milestone is not in the list, they can click "Create New" similar to the Labels function
• User can add Title (required) and Due Dates (optional-maybe not MVC)
• User can choose to apply this Milestone immediately or later

Testing

What does success look like, and how can we measure that?

Are users able to create new Milestones from a sidebar in a way they expect? Is this speeding up their workflow?
