Update node-sass library or migrate

Summary

Upgrade node-sass to 4.12 or newer in yarn.lock cause it does not support NodeJS 12

Steps to reproduce

Try to upgrade or build from source with NodeJS 12

What is the current bug behavior?

Need to revert to at least 11 version

What is the expected correct behavior?

Build successfully

Possible fixes

Update to 4.12 version or better migrate to sass cause it does not depend on binary
